A taxpayer has the right to initiate an appeal of the current year’s assessed valuation.
If you firmly believe that the estimated market-value-in-use of your property is higher than what it would sell for on the open market in an arms-length transaction than you may want to file an appeal. The first step in the appeal process begins with notification to the assessor. An informal conference with the assessor will then take place. The assessor will make a recommendation either approving or denying the appeal. If denied, the appeal will be forwarded to the county Property Tax Assessment Board of Appeals (PTABOA) for review. An appeal hearing will then take place. If the PTABOA denies the appeal, instructions will be provided on appealing the decision to the Indiana Board of Tax Review. After being heard by the Indiana Board of Tax Review, taxpayers may also seek review by the Indiana Tax Court and the Indiana Supreme Court.
The appeal should detail the pertinent facts of why the assessed value is being disputed. A taxpayer may only request a review of the current year’s assessed valuation.
A Classified Forest and Wildlands tract is an area of at least ten contiguous acres of forest or non-forest wildlife habitat where the landowner has agreed (by application) to be a good steward of the land and its natural resources.
In return, the State of Indiana agrees to see that the assessed value of the land is significantly reduced and taxed on that preferential assessment (in 2024 the assessed value was $16.67 per acre). The land is managed for timber production, wildlife habitat, and the protection of watersheds, while conserving other natural resources and values.
Certain activities cannot take place on Classified Forest and Wildlands:
- Grazing by domestic livestock
- Building of houses, sheds, etc.
- Intentional burning unless prescribed under a written management plan
- Growing Christmas trees
Other activities are allowed and are encouraged when appropriate to meet the landowner's goals and objectives for the land. These activities, however, must not be conducted in a manner detrimental to the health and productivity of the property or its watershed.
Allowed activities include:
- Wildlife management
- Maintenance of access roads and trails
- Timber harvesting
- Firewood cutting
- Horseback riding
- Hiking
- Hunting

How to Enter the Program
Contact your district forester to let him/her know you are interested in putting your land into Classification. An initial inspection of your property will be done to determine whether it meets the eligibility requirements. A written management plan, which may be prepared by the district forester or by a wildlife biologist or professional forester, is required prior to application. This plan puts into writing a description of the land, your goals for the land, and prescribes how to reach those goals over the next 5-10 years. This plan is flexible, and may change as your objectives change and/or the property develops over time. The prescription(s) will always consider the health and productivity of the property as activities are done to reach your goals. The actual Classified Forest and Wildlands application must be taken to a registered land surveyor, who will write an exact description of the area being classified. This can usually be done by providing an aerial photograph and a copy of your deed to the surveyor. An ‘on-the-ground’ survey is not required. The cost may vary according to the complexity of the survey and the surveyor. You will also need to sign the application. The county assessor must also sign the application, along with the State Forester. Once these signatures have been completed, the document must be recorded in the county courthouse where the land is located.

The Pike County Health Department environmental health division handles:
- inspection and permitting of food establishments
- inspection and permitting of onsite sewage disposal (septic) systems
- inspecting public or semi-public swimming pools
- inspecting and permitting tattoo/piercing/permanent make-up establishments
The Pike County Health Department also assists with vector control (disease-carrying insects), animal bite investigation, and any other issues related to environmental health.

Couples must come in together to apply for a marriage license. Please arrive no later than 3:30 p.m. so that there is sufficient time to complete the process. At least one of you must be a resident of Pike County. You must bring your Driver’s License, State ID card OR birth certificate with you for verification. The total cost is $29 (cash, debit/credit card, money order or cashier’s check – personal checks are not accepted) for Pike County residents. Couples living out of state but getting married in Pike County will need to come into the Clerk’s Office to complete their marriage license. The total cost for an out of state resident is $65.
The true tax value of mobile homes assessed under I.C. 6-1.1-7 (other than mobile homes subject to the preferred valuation method under I.C. 6-1.1-4-39(b)) as the least of the values determined using the following:
- The National Automobile Dealers Association Guide
- The purchase price of a mobile home if:
- The sale is of a commercial enterprise nature; and
- The buyer and seller are not related by blood or marriage.
- The sale date is within one (1) year prior to subsequent to the January 15 valuation date; or
- Sales data for generally comparable mobile home
Selling a Mobile Home:
The owner of a mobile home who sells the mobile home to another person shall provide the purchaser with the permit required before the sale is consummated – IC 6-1.1-7-10.4. This permit is obtained through the county treasurer's office.
Moving a Mobile Home:
A mobile home may not be moved from one location to another unless the owner or the owner’s agent obtains a moving permit from the county treasurer – IC 6-1.1-7-10. A person who is engaged to move a mobile home may not provide that service unless the owner presents the mover with a permit to move the mobile home and the permit is dated not more than ninety (90) days before the date of the move – IC 6-1.1-7-11.
Mobile Home Questionnaire:
Please fill out this questionnaire whenever a mobile home is sold and turn it into the treasurer’s office.
Exemptions involve a property that is owned, used and occupied predominantly for charitable, religious, educational or scientific purposes.
This type of exemption is different from the deductions you receive from the Auditor's office. A Form 136 must be filed with the Assessor's office before April 1st of the assessment year in which the owner/applicant wishes to have the exemption granted.
The application must be refiled every even year unless: (1) the exempt property is owned, occupied and used for educational, literary, scientific religious or charitable purposes; (2) the property continues to meet the requirements of IC 6-1.1-10-16 or IC 6-1.1-10-21; and (3) an application was properly filed at least once in accordance with these statutes.
An exemption is a privilege which may be waived if an application for exemption is not timely filed. Only property which the taxpayer shows is exempt pursuant to a statute may be granted an exemption. If the exemption is waived, the property is subject to taxation.
Oil or gas interest is subject to assessment and taxation as real property.
Each oil or gas interest shall be assessed annually by the county assessor to the person who owns or operates the interest. Oil or gas interest includes but is not limited to: royalties, overriding royalties, mineral rights, or working interest in any oil or gas located on or beneath the surface of the land - IC 6-1.1-4-12.4.
The assessment date for oil or gas is January 1st and the filing is May 15th each year. If an ad velarium return is not filed by May 15 of each year it would incur a $25 penalty and if the return is over 30 days late it would receive an additional penalty equal to 10% of the taxes due.

Unlike Real Estate assessments, Personal Property is a self-assessment system.
Every person, firm, company, partnership, association, corporation, fiduciary, or individual owning, holding, possessing, or controlling personal property in the county must file. The taxpayer is responsible for reporting all tangible personal property that is used in their trade or business, used for the production of income, or held as an investment that should be or is subject to depreciation for federal income tax purposes.
This property includes tools, machinery, electronics, furniture, appliances, racking & shelving, cabinetry, signage, farm equipment, etc. Inventory items or supplies are not required to be reported on personal property returns. Licensed motor vehicles, trailers, motorized boats, most airplanes, campers, recreational vehicles and other registered vehicles that are subject to excise tax collected at the time of licensure by the Indiana Bureau of Motor Vehicles are not subject to personal property tax.
All businesses, churches, and not-for-profit organizations must file business tangible personal property forms with the assessor’s office each year, even if qualified for an exemption.
Per IC 6-1.1-2-1.5, the assessment date for Personal Property is January 1st and the filing is May 15th each year. If a personal property return is not filed by May 15 of each year it would incur a $25 penalty and if the return is over 30 days late it would receive an additional penalty equal to 20% of the taxes due.

Our office maintains land records going back to 1817 when Pike County was established. These records are available for search by professional searchers/abstractors and by the public. Genealogy researchers are always welcome.
During statewide reassessments, the county assessor’s office physically inspects each property to ensure that records are correct.
Inspection accomplishes the gathering of data to value the property. For example, does the property still have a free-standing garage and rear wood deck? Is the pole building on this property still 1,200 square feet or has it increased or decreased in size? By confirming this information, assessors can ensure properties are properly valued. Assessing officials will re-assess approximately 25% of the parcels in the county each year over a four-year period. Property values are adjusted or trended (the adjustment can be positive or negative) on an annual basis to bring them closer to market value-in-use. The assessing official uses sales of properties in a neighborhood, area or class of property from the previous 12-14 months to determine the adjustment factor.

The Pike County Health Department is committed to maintaining plans and resources for public health preparedness and response to events such as:
- Acts of Nature: Severe weather, earthquakes, etc., which may cause water supplies and septic systems to be compromised; responders and victims may require tetanus immunizations.
- Disease Outbreaks: Pandemic Influenza, seasonal influenza, Hepatitis A, fecal-oral diseases, etc.
